NRSPP Annual Report 2023 – 24
Welcome
Judith Charlton | Independent Chair of NRSPP
It is my pleasure to commend to you this Annual Report and year in review, describing another standout year for the National Road Safety Partnership Program (NRSPP).
There are many achievements to acknowledge and celebrate as the NRSPP continues to shape the culture of road safety in the workplace. The recent partnership between National Transport Insurance (NTI), Monash University Accident Research Centre (MUARC) and the NRSPP has been a major effort, culminating in the launch of a new-look heavy vehicle major incident report – NTARC2.0.
The research highlights key insights into the heavy vehicle sector, including the challenging operating environment with adverse trends in incident severity and frequency. It is particularly encouraging to see this significant program of research acknowledged by Assistant Minister for Infrastructure and Transport Senator Carol Brown.
Another highlight was the release of the Used Car Safety Ratings (UCSR) 2023 report. This was the first of the UCSR reports issued by the Vehicle Safety Research Group, from its new home with the NRSPP at MUARC. We are proud to be part of the translation of this research, which provides evidence-based guidance on safe vehicle purchasing to Australian consumers. The UCSR 2023 report received exceptional media coverage, and we acknowledge the specialist expertise of our Swinburne University partners who have contributed to the report’s broad reach.
I am proud to share the announcement of our successful submission to the Commonwealth Government’s Department of Infrastructure, Transport, Regional
Development, Communications and the Arts’ Grants Scheme. This substantial award will support the NRSPP’s contribution to the National Road Safety Action Plan 2023-25, namely in supporting Australian businesses through better knowledge and resources for measuring and improving workplace road safety culture and managing risk in their grey fleets. We look forward to working with the many partner organisations who have committed their support to this project.
In September 2023, NRSPP Director Jerome Carslake joined an Expert Roundtable on “Opportunities to Attract Institutional Investment” held in Stockholm. It was an honour to be invited to share the NRSPP’s 10 years of knowledge and experience with international colleagues and to learn about other initiatives. The discussions
were jointly hosted by Sweden’s Folksam Insurance and the Global Road Safety Partnership. I share with you an excerpt from the forum’s summary notes, which helps us appreciate the NRSPP’s work through a global lens:
The world is into year three of the UN Second Decade of Action for road safety. Currently, around 3,700 people are killed and 55,000 seriously injured daily on the world’s roads. There is dramatic disparity between the levels of safety in most high-income as compared with low- and middle-income countries. To make a major improvement in global road safety, having the private sector globally commit to improving their road safety performance throughout their value chains offers an enormous opportunity to improve safety. The scale of private sector influence can be substantial and a road safety performance and measurement tools and published performance, such as the FIA Index, provided a ready to use opportunity to advance this initiative.
It has been a pleasure to work with our many partner representatives through the Steering Committee, Special Projects, Forums and our new Programs of Research. We have welcomed several new partners, hosted webinars, developed new resources, and contributed to national conferences.
I acknowledge the commitment of all the NRSPP team and partners in contributing to the significant achievements of 2023-2024.
